RSMS to provide specialist operational support and capacity-building services for the Royal Turks & Caicos Islands Police Force and the Royal Anguilla Police Force

RSMS has been appointed by the Foreign, Commonwealth & Development Office (FCDO) to provide specialist operational support and capacity-building services for the Royal Turks & Caicos Islands Police Force and the Royal Anguilla Police Force.

Since 2022, RSMS has been continuously deployed in support of both forces within a highly demanding operational environment characterised by serious violence, firearms use, and organised criminality. These pressures have placed sustained strain on investigative capacity, exposed limitations in digital and forensic capability, and increased demand across the wider criminal justice system, including courts, prosecution services, and custodial provision.

Following a recent competitive procurement process, RSMS has been awarded a renewed and enhanced contract to deliver a strengthened service model over the next 12 months.

The redesigned approach is built around a dual-purpose delivery model that combines:

Immediate public safety impact through embedded frontline investigative and disruption activity; and
The development of a skilled, resilient, and self-sustaining police service through structured learning, coaching, and legacy-building.

Central to this model is a strong focus on coaching and the implementation of a formal training and competency framework. This will underpin consistent skills transfer, professional development, and clear progression pathways.

To significantly increase training capacity and strengthen outcome measurement, RSMS will deliver CPD-accredited full-day courses aligned to the competency framework, supported by targeted webinars to extend reach and reinforce learning. A dedicated Learning Management System (LMS) will also be provided and retained beyond contract exit, supporting sustained professional development, evidencing capability uplift, and strengthening long-term organisational resilience.

In parallel, RSMS will introduce innovative talent-pool technology, supported by targeted recruitment marketing, to support both forces in becoming more self-reliant, widening access to high-quality candidates, and reducing long-term recruitment costs.
